Adult Care and Community Wellbeing Executive update

This is the first of regular updates we will be providing from our Executive DLT meetings. It’s important you are kept aware of important issues in adult care and community wellbeing for better integration and overview of services in the county.

Wellbeing Service

The Wellbeing Lincs Annual Report 2019-201 has been published and highlights the service as a key player in supporting residents during the Covid-19 pandemic. Several developments are progressing through the Adult Care and Community Wellbeing Improvement Board work programme:

  • As not all Adult Care staff are aware of the offer, short overviews of the Wellbeing Service, Carers Service and One You Lincolnshire have been developed, with plans for bite-size video materials for practitioners and short webinars to respond to questions from frontline workers.
  • Staff have completed strengths based approaches training to ensure a consistent approach to service users, asking them to reflect on their own capabilities.
  • Review and update Wellbeing Lincs website and promotional materials – includes improvements to the website.
  • Supporting those with Learning Disabilities – cases are being reviewed to add value to service user experiences and potentially reduce the need for support and interventions.
  • Work is ongoing to increase the ‘step down’ pathway into the Wellbeing Service for Adult care users who can regain their independence partially or fully.
  • Remaining emergency funding from the Covid-19 pandemic is being transferred to Wellbeing Lincs to support people in need including those suffering financial hardship.
  • Initial assessments are taking place of Afghan families being temporarily housed in Lincolnshire, Wellbeing Service acting as co-ordinator.
  • Formalising the Community Response Pathway with LCC web pages and Connect to Support information, and emergency helpline to LCC customer service centre and onward referral of practical support need to the Wellbeing Service. This builds on the success of support for flooding in Wainfleet, for the Clinically Extremely Vulnerable (CEV) due to covid and support for Afghan families.

 National Disability Strategy

The Government have set out steps to improve all aspects of a disabled person’s life as part of the new National Disability Strategy. It highlights the DHSCs commitments to improve health and social care outcomes and bring forward Social Care Reform – www.gov.uk/government/publications/national-disability-strategy

The main points from the strategy that LCC will need to take account of when reviewing and developing policies and service delivery:

  • Making access to public services as smooth and easy as possible
  • Supporting autistic people and people with a learning disability
  • Once evaluated, the DHSC looking to make training on autism and learning disability available for all 2.7 million health and adult care staff
  • Making the world of work more inclusive and accessible
  • Creating more accessible, adapted and safer homes
  • Improving disability data and evidence
  • Improving the accessibility of online public services
  • Tracking progress on improvements

 Moving the Council’s payment arrangements from Gross to Net

Historically the council has always paid residential care providers the cost of the service user’s care less any service user contribution and third party ‘top up’. The care homes have been required to attempt to collect this on behalf of the council and if unsuccessful, the council pays the amount of the service user contributions or ‘top up’ to the provider, referred to as the “net” arrangement. The Executive has agreed the council will move to a “gross” arrangement where the council will pay the full amount inclusive of both service user contribution and third part top up to the provider straight away and itself recover any outstanding service user contribution or top up.

This move involves 3,000 vulnerable individuals in long term residential care, every one of our 282 commissioned residential providers and relevant out of area providers. It means we are pushing ahead with IT and financial assessment upgrades, with a stock take and review in early January.

Internal Audit Draft Report – Better Care Fund 2020/21

This report has sought to provide assurance over the management of the Better Care Fund. It has recommended a need to highlight reasons for performance targets not being met for key indicators. The lack of supporting information for reasons why performance targets aren’t met and actions taken to address under-performance, may impact on future decision making.
